Before online gambling was a little like the wild west, companies could set up wherever they wanted to to offer betting services to the UK. The Gambling Act created a new body, the Gambling Commission , with a remit to regulate and license all forms of gambling in the UK to make it safer and more transparent for customers and the government. Betting companies based abroad however, while now licensed, could still get away with paying little or no tax on the profits they made from UK customers.
Online gambling in one form or another is now almost universal, but there is no great uniformity across borders in the way it is regulated. There is very little international cooperation and legal control of the industry is largely disjointed. This lack of cohesion will be further emphasised when the UK introduces its unique Point of Consumption Tax.
The new rules affect the remote gambling industry who offer remote betting and gaming to UK consumers from outside the UK and UK land based betting business such as high street betting shop. Land-based gaming sector such as casinos and bingo halls will not be affected by these new rules unless they offer remote betting or gaming. Premises based betting and the treatment of spread betting will be unaffected except for some administrative changes.
